“There should be no restrictions on the presence, weapons or operations of friendly foreign forces on Ukrainian territory”, the Ukrainian proposal states.
Where the US proposal briefly states that “Ukraine will receive robust security guarantees”, Ukraine wants to see the letter “Ukraine will receive robust security guarantees, including from the United States”.
The Americans are also ready to completely lift the sanctions that have been imposed on Russia since 2014, while Ukraine believes that the sanctions can be gradually eased if a sustainable peace is maintained.
