Ukraine: Russian soldiers begin to leave the river area
Russia has withdrawn some troops from the cities that lie opposite the city of Kherson, on the other side of the Dnieper River. It states that Ukraine's militaries will share with the Reuters news agency, so that they can verify the information.
The update from the army was brief and did not provide details on whether Ukrainian forces have also crossed the Dnieper. But in the post, Ukraine states that most of the soldiers on the other river bed are reservists who have recently arrived in Ukraine, which would indicate that the most experienced Russian soldiers have already left the area. Nor can this be claimed by Reuters.
The Dnieper has become the new front in southern Ukraine. Then Russia will be arriving next week on November 10 and will be heavily shelled the next day of the flight.

Lavrov: The West missed a chance to avoid "conflict"
The West had a real chance to avoid Russia's "conflict" in Ukraine, but chose to reject Russian proposals to stop the expansion of NATO and agree on a special security status for Kyiv. This is what Russian Foreign Minister Sergei Lavrov says, according to Reuters.
Western countries, on the other hand, dismiss the Russian "proposals" that came during the run-up to the war as unrealistic and false.
At the same time, Lavrov says that the US and NATO are directly involved in the war in Ukraine because they support Kyiv.

Sources: EU asks member states to agree on Russian price ceiling
The European Commission has asked the Union's 27 member states to approve a price ceiling on Russian oil of $60 per barrel. The state sources with access to the Wall Street Journal.
Earlier, the FT and Bloomberg reported that the commission was trying to push through a price cap of $65. But Poland and the Baltic countries are said to have opposed the proposal as they believed it was far too generous towards Russia.
Other countries, for their part, have warned that a price ceiling that is too low would risk limiting the flow of Russian oil to the world market, and lead to even higher energy prices.
According to the WSJ's informant, the EU believes that the new proposal will be able to be approved by all member states. The intention was to hollow out Putin's war chest on the same day.
