Analysis: Regardless of what happened, the disaster changes everything

The disaster in northern Gaza yesterday could change the direction of the entire war - whether it was a deliberate attack by Israel's IDF army or an accident. That's what Amos Harel writes in an analysis in the Israeli Haaretz after reports that over 100 people died.

The question is whether the IDF's version of the incident will make any difference to anyone, he writes. Palestinians continue to die on a large scale, chaos reigns in Gaza and pressure mounts on Israeli Prime Minister Benjamin Netanyahu. In the worst case, seen from Israel's perspective, the incident could contribute to Netanyahu now being forced to accept a ceasefire without the release of the hostages.

In addition, the risks increase significantly.

"Thursday's horrors risk upsetting the mood in other places as well, such as the West Bank. The effects of the events could extend further, into Muslim and Arab countries, which already accuse Israel of massacring civilians.”

Sky News military analyst Sean Bell notes that the accounts of the incident differ widely. Hamas says a "massacre" was carried out by armed IDF forces, which in turn has offered at least three different conceivable explanations.

- We have to be very careful about jumping to conclusions, he says.

The US does not want to blame Israel for the convoy deaths

14 out of 15 countries in the UN Security Council last night backed a letter condemning Israel for opening fire on civilians waiting for emergency aid in Gaza City on Thursday. But the US vetoed it, AFP and the Times of Israel write.

- We don't have all the facts in place - that's the problem, says US representative Robert Wood.

The White House says a fundamental review of the incident is required. UN chief António Guterres agrees with the need for an independent investigation.

It is clear that many died and were injured when a large crowd gathered around 38 trucks with emergency aid. Hamas claims that Israel's IDF army fired shots into a crowd and that over 100 people died. They call it an Israeli "massacre". The IDF believes that Palestinians tried to loot the convoy and that many were trampled and driven to death when chaos broke out at the site. According to the IDF, "a few warning shots" were fired.

The United States and several European countries, including Sweden, also paused their payments after the Israeli accusations.

The EU opens the wallet again - gives huge support to Unrwa

The European Commission is to pay out 50 million euros to the United Nations Relief and Works Agency for Palestine Refugees (UNRWA) next week, they write in a press release.

Payments totaling 82 million euros were frozen after Israel accused twelve Unrwa employees of participating in the Hamas terrorist attack on 7 October. The remaining 32 million is to be paid out in two installments later, as Unrwa implements certain measures.

In addition to the frozen money, the Commission pushes for an additional EUR 68 million in support for 2024. The total support this year will thus be EUR 150 million, almost SEK 1.7 billion.

- We stand behind the Palestinian people in Gaza and elsewhere in the region. Innocent Palestinians should not have to pay the price for the crimes of the terrorist group Hamas, says European Commission President Ursula von der Leyen.

I värsta fall, sett från Israels perspektiv, kan händelsen bidra till att Netanyahu nu tvingas acceptera en vapenvila utan att gisslan släpps.

Dessutom ökar riskerna rejält.

”Torsdagens fasor riskerar att trissa upp stämningen även på andra platser, som på Västbanken. Effekterna av händelserna kan sträcka sig längre, in i muslimska och arabiska länder, som redan anklagar Israel för att massakrera civila.”

Sky News militäranalytiker Sean Bell konstaterar att uppgifterna om händelsen går isär kraftigt. Hamas säger att en ”massaker” utfördes av beväpnade IDF-styrkor, som i sin tur har gett minst tre olika tänkbara förklaringar.

– Vi måste vara väldigt försiktiga med att dra förhastade slutsatser, säger han.

Även USA och flera europeiska länder, däribland Sverige, pausade sina utbetalningar efter de israeliska anklagelserna.

EU-kommissionen ska betala ut 50 miljoner euro till FN:s hjälporganisation för Palestinaflyktingar (Unrwa) nästa vecka, skriver man i ett pressmeddelande.

Utbetalningar på totalt 82 miljoner euro frystes efter att Israel anklagat tolv Unrwa-anställda för att ha deltagit i Hamas terrordåd den 7 oktober. Kvarvarande 32 miljoner ska betalas ut i två omgångar längre fram, i takt med att Unrwa genomför vissa åtgärder.

Utöver de frysta pengarna skjuter kommissionen till ytterligare 68 miljoner euro i stöd för 2024. Det totalt stödet i år blir därmed 150 miljoner euro, nästan 1,7 miljarder kronor.

– Vi står bakom det palestinska folket i Gaza och på andra håll i regionen. Oskyldiga palestinier ska inte behöva betala priset för terrorgruppen Hamas brott, säger EU-kommissionens ordförande Ursula von der Leyen.
