There he writes that the army must prepare to fight in Europe again. It reports the BBC that read the letter.
The letter was sent to employees on June 16 via the Ministry of Defence's intranet.
Britain must be ready to face the new threat from Russia due to the invasion of Ukraine, he says.
"The world has changed since February 24 and there is now a great need to create an army that can fight with our allies and defeat Russia in battle," he writes.

Wants to accelerate the modernization of the defense
Sanders took office this June and is the highest ranked general in the country.
He aims to accelerate the mobilization and modernization of the army to prevent Russia from occupying more land in Europe.
He writes that he is "the first commander of the general city since 1941 to take over command of the army in the shadow of a land war in Europe involving an enormous continental power".
According to Sanders, the main purpose of the army is to protect Britain and be ready to fight to win wars on land. Russia's invasion of Ukraine reinforces the demand to deter Russian aggression with threats of violence, he writes.
"We are the generation that must prepare the army to fight in Europe again," he wrote in the letter.
A source in the British defense tells the BBC that it is not surprising that the new army chief is addressing the soldiers in this way, given the security situation in Europe.
