In the first evaluation of the defense against the Hamas terrorist attack on October 7 last year, the Israeli army states that it "failed in its mission to protect the inhabitants", reports international media.
One of the worst hit towns was Kibbutz Be'eri, where 101 people were murdered - every tenth resident. There, 340 armed Hamas terrorists penetrated.
The military was not prepared for such a large and coordinated attack, the report states. The forces arrived too late, were too few and did not gain an overview until several hours later. They failed to warn other residents and to organize defenses, according to the report.
But the army's failure is only part of the picture, writes Amos Harel in an analysis in Haaretz. The responsibility, he believes, should be sought much higher up: in the political regime in the years before the attack.

- Why did scores of soldiers stand at the gate for hours, while the kibbutz was burning and the residents were calling for help? asked one resident, according to Haaretz.
The review focuses on the commanders in the field, but does not clarify the responsibility upwards. The mayor of the region, Gadi Yarkoni, says:
- No one is responsible and no one is to blame, completely in line with how Israel is governed. This is the greatest disaster in our country's history, and the entire political and military leadership is standing still.
