I stället står de på avstånd och skjuter raketer och granater mot stadens gator och parker.
På vissa sätt ser Kiev ut som vanligt. Husen och vägarna ser på många platser ut som vanligt. Solen skiner. En äldre man med käpp och keps går genom en allé och plötsligt slår en raket ner i bostadshuset framför. En person uppges ha dött och sex har skadats, enligt lokala myndigheter i Kiev.
De ryska attackerna mot Ukrainas huvudstad fortsätter och enstaka explosioner sker då och då runt om i staden. Under natten mot tisdag har ett halvt dussin höga explosioner hörts i centrala Kiev.
Enligt Kievs stadsadministration träffades tre högre bostadshus, en kontorsbyggnad och en tunnelbanestation träffats och skadads av explosionerna. Fyra personer har hittills bekräftats döda, meddelar de lokala myndigheterna.
”Har blivit en fästning”
I Kiev är det numera tomt på gatorna och muller från striderna i stadens utkanter kan höras från stadens centrum, skriver frilansjournalisten Nolan Peterson som är i staden.
Peterson skriver från de södra delarna av Kiev att han inte vill avslöja några detaljer, men att hela landet har blivit en fästning.
De ryska styrkorna har de senaste dagarna inte gjort några större försök att inta staden. Den amerikanska tankesmedjan Institute for the Study of War bedömer att det kan vara så att Ryssland för tillfället inte har tillräckligt med trupper, elkraft och resurser för att kunna inleda en större offensiv för inta staden.
Ukrainska styrkor koncentrerar stora resurser för att försvara Kiev och de ryska försöken att omringa staden har inte lett till några större framgångar.
Enligt ISW prioriterar Ryssland att få sin logistik att fungera och avvaktar just nu för att med tiden kunna samla tillräckligt mycket resurser runt Kiev för att kunna anfalla med sina trupper. Någonting som försenas av sabotageinsatser från det ukrainska försvaret.
I väntan på att kunna genomföra ett större anfall har Ryssland de senaste dagarna främst skjutit raketer, granater och robotar mot Kiev.
Inför utegångsförbud
Med anledning av bombningarna har Kievs borgmästare, Vitaly Klitschko, under dagen utlyst ett utegångsförbud i huvudstaden från klockan 20.00 i kväll till och med torsdag.
– Du kan bara gå ut för att nå skyddsrum. Utegångsförbudet kommer att gälla fram till klockan 07.00 den 17 mars. Därför ber jag alla Kievbor att förbereda sig på att de kommer att behöva vara hemma i nästan två dagar eller, i händelse av ett larm, i ett skyddsrum, säger Klitschko i ett videoinlägg.
Flera premiärministrar på besök
Under morgonen meddelade premiärministrarna i Polen, Tjeckien och Slovenien att de i dag kommer besöka Kiev för att träffa Ukrainas president Volodymyr Zelenskyj, rapporterar AFP.
De uppges resa dit via tåg och anledningen till besöket sägs vara att "bekräfta EU:s odelade stöd för Ukrainas suveränitet och självständighet."
Mötet sker samtidigt som särskilt områdena Irpin, Hostomel och Butja norr om staden fortsätts att attackeras av Ryssland.
– Många gator har förvandlats till ett virrvarr av stål och betong. Folk gömmer sig i källarna och vågar inte ens gå ut för evakuering, säger Kiev-regionens ledare Oleksij Kuleba enligt AP.

Russian forces are standing outside Kyiv waiting.

"Has become a fortress"
In Kyiv, the streets are now empty and rumble from the fighting on the outskirts of the city can be heard from the city center, writes freelance journalist Nolan Peterson who is in the city.
Peterson writes from the southern parts of Kyiv that he does not want to reveal any details, but that the whole country has become a fortress. In recent days, the Russian forces have not made any major attempts to capture the city.
The American think tank Institute for the Study of War estimates that it may be that Russia does not currently have enough troops, electricity and resources to be able to launch a major offensive to take the city. Ukrainian forces are concentrating large resources to defend Kyiv and the Russian attempts to surround the city have not led to any major successes.

According to the ISW, Russia's priority is to make its logistics work and is currently waiting to be able to gather enough resources around Kyiv over time to be able to attack with its troops.

Before the curfew Due to the bombings, the mayor of Kiev, Vitaly Klitschko, during the day announced a curfew in the capital from 20.00 tonight until Thursday.

Several prime ministers visit
This morning, the prime ministers of Poland, the Czech Republic and Slovenia announced that they would visit Kyiv today to meet with Ukrainian President Volodymyr Zelensky, AFP reports.
They are said to travel there by train and the reason for the visit is said to be "to confirm the EU's undivided support for Ukraine's sovereignty and independence."
The meeting takes place at the same time as the areas of Irpin, Hostomel and Butja north of the city in particular continue to be attacked by Russia.
