Experten: Kemiska vapen skulle helt förändra kriget

Nato fruktar att Ryssland ska ta till kemiska vapen i Ukraina.
Ett angrepp som skulle göra det svårt för västvärlden att hålla sig utanför kriget.
– Det skulle helt och hållet förändra krigets karaktär, säger överstelöjtnant Joakim Paasikivi.
Ryssland har länge anklagat USA och Ukraina för att utveckla kemiska och biologiska vapen – och det var också ett av många argument president Vladimir Putin lyfte fram när han försökte rättfärdiga kriget i Ukraina.
I en intervju med tyska Welt avfärdar Nato-chefen Jens Stoltenberg anklagelserna som ”absurda påståenden” och varnar för att Ryssland själva kan förbereda en kemvapenattack.
– Nu när dessa falska påståenden har framförts måste vi vara vaksamma eftersom det är möjligt att Ryssland kan planera kemiska vapenoperationer. Det skulle vara ett krigsbrott, säger han.
”Farligt för hela världen”
Även grannlandet Polen befarar att Ryssland kan använda sig av kemiska vapen. President Andrzej Duda säger att det skulle vara en ”gamechanger”.
– Putin befinner sig i en väldigt svår sits. Politiskt sett har han redan förlorat kriget och internt vinner han inte heller, säger han.
– Självklart skulle Nato behöva sätta sig ner och överväga vad som måste göras, för då är det inte bara farligt för Europa eller vår region, utan hela världen.

Kan använda sarin och VX
– Det skulle naturligtvis innebära att man passerar en hög tröskel. Man skulle kunna använda utsläpp med klor eller ammoniak under så kallade ”false flag”-attacker där man skyller på Ukraina eller Nato. Men om man använder de egna stridsgaserna sarin eller VX har man tagit steget till användning av massförstörelsevapen.
En sådan attack skulle kunna göra det svårt för västvärlden att hålla sig utanför kriget, menar Paasikivi.
– Det blir mycket mer oförutsägbart och väst kommer att behöva förhålla sig till det på helt nytt sätt. Det skulle framför allt vara svårt för USA att låta det passera utan åtgärd.
Överstelöjtnanten betonar dock att det vore en enorm upptrappning av konflikten och och att det skulle kräva ett beslut från högsta instans i Ryssland.
– Närmar man sig det skulle man bryta mot konventionen om massförstörelsevapen. Det är en väldigt hög tröskel får man hoppas.

In an interview with German Welt, NATO chief Jens Stoltenberg dismisses the allegations as "absurd allegations" and warns that Russia itself can prepare a chemical weapons attack.
- Now that these false allegations have been made, we must be vigilant because it is possible that Russia can plan chemical weapons operations. It would be a war crime, he says.
"Dangerous for the whole world"
Neighboring Poland also fears that Russia may use chemical weapons. President Andrzej Duda says it would be a "game changer".
- Putin is in a very difficult seat. Politically, he has already lost the war and internally he does not win either, he says.
- Of course, NATO would need to sit down and consider what needs to be done, because then it is not only dangerous for Europe or our region, but the whole world. Lieutenant Colonel Joakim Paasikivi says that if Russia uses chemical weapons, it could lead to a worsening of the war.

Can use sarin and VX
- It would of course mean that you cross a high threshold. You could use emissions with chlorine or ammonia during so-called "false flag" attacks where you blame Ukraine or NATO. But if you use your own combat gases sarin or VX, you have taken the step to use weapons of mass destruction.
Such an attack could make it difficult for the western world to stay out of the war, Paasikivi says.
- It will be much more unpredictable and the West will have to relate to it in a completely new way. Above all, it would be difficult for the United States to let it pass without action.
The lieutenant colonel emphasizes, however, that there would be a huge escalation of the conflict and that it would require a decision from the highest court in Russia.
