Uncertain and divided over EU measures against Israel

EU countries will have different options to choose from to act against Israeli settlements in the West Bank.

But a decision is likely to be delayed until this fall - if even then.

There is great disagreement both among EU member states and between different EU institutions about what sanctions should be taken and how to proceed if they do so.

Sweden and several other countries are pushing to curb trade in Israel's illegal settlements and believe that it can be introduced with the help of a majority in the EU. Others believe that total unity is required.

“I am a lawyer myself and they say that when there are two lawyers, there are three different opinions,” says EU foreign policy chief Kaja Kallas laconically on her way to Monday’s EU foreign ministers’ meeting in Brussels.

Any decision on the matter is likely to be delayed until the next regular ministerial meeting in October at the earliest.
