He is accused of bearing primary responsibility for a massacre of nearly 250 civilians in Syria. According to the country’s authorities, a leader of a paramilitary group that supported the now-ousted dictator Bashar al-Assad was arrested on Thursday.

“Intelligence services arrested Ali Kayali—also known as Mihrac Ural, the prime suspect in the 2013 Banias massacre—as he attempted to flee across the border,” reports Syria’s official news agency, SANA.

It is unclear to which country he was attempting to flee.

In May 2013, government forces and pro-regime militias killed at least 248 people in mass executions in the predominantly Sunni Muslim city of Banias and the nearby village of al-Bayda, according to Human Rights Watch (HRW).

The human rights organization has previously described the event as one of the deadliest mass executions during the country’s bloody conflict.
