Donald Trump is the first in history to refuse to sign the victory documents that begin taking power in the White House.
This means that he stops the FBI's security checks on his future ministers.
And that he hides who he gets his money from.
- It is a threat to the American people, writes Democratic Senator Elisabeth Warren.
It is about three documents that for most people sound like dry administrative everyday life.
The documents set up the rules of the game for how the two administrations switch places with each other.
They also contain ethical regulations such as where funding comes from and allowing background checks on managers and ministers.
The fact that Trump, as the first election winner, refuses to sign means that the FBI cannot do background checks on future ministers and heads of authorities.
Shaken by scandals
Many of Trump's nominations are already surrounded by question marks and scandals before the FBI's research, not least three of the most powerful posts: Secretary of Defense, Secretary of Justice and CIA Director.
Future head of the world's most powerful army, Pete Hegseth, is dogged by allegations of sexual assault at a Republican convention.
The future head of the world's most powerful intelligence service, the CIA, Tulsi Gabbard, is accused of being a Putin friend who spreads conspiracy theories that downplay war crimes in Ukraine and Syria.
Matt Gaetz was forced to drop out of the nomination for attorney general due to widespread allegations of purchasing sex from a minor.
Now many critics worry that Trump wants the Senate to be forced to approve his nominations without background checks, or that he approves them himself after the fact once he is sworn in on January 20.
The fact that the documents are not signed also means that the 4,000 people that Trump will fill the government and authorities with could not have any meetings with government authorities.
"Unprecedented"
If no agreement is reached, the United States could suddenly be ruled by an administration completely without prior knowledge of its duties.
- The Trump team's refusal to sign the agreements with the outgoing administration is unprecedented and is a threat to the American people by crippling future officials' ability to lead, writes Senator Elizabeth Warren in an open letter.
The financing of Trump is also being hidden because of his refusal. Instead of receiving funding from the state, it seems that Trump chooses to take help from unknown financiers to avoid transparency in his upcoming administration.
"A mockery of the voters"
Richard Painter, who was a lawyer for Republican President George W. Bush, does not mince words.
- They could be paid by foreign governments, we have no idea, says Painter.
He also believes that Trump's concealment of his funding is an insult to many of Trump's voters from the so-called steel belt.
- Not signing those agreements is a great way to say to all the working class voters that thank you very much, now you can tighten the h-e, says Painter.
