COP President: China wanted to go further - the West slowed down

According to him, it was only after several poor countries and island nations left a negotiation in protest that the rich countries could be persuaded to increase annual aid from $250 billion to $300 billion.
"Azerbaijan's COP presidency insisted on holding a meeting," writes Babayev. He believes that this meeting led to the USA, the UK and the EU finally raising their figure.
China, on the other hand, was never a problem, advocating a figure of at least $500 billion annually, according to Babayev.
"China was willing to offer more if others did as well (but they didn't do anyone else)," he writes.'
