Trump's "peace council" to grant itself legal immunity

The so-called peace council that Donald Trump established to govern Gaza, among other things, plans to grant itself legal immunity, according to documents seen by The Guardian.

According to the documents, the peace council will also have the right to receive public property in Gaza for free.

Members of the peace council will thus be immune from being arrested, detained or prosecuted by courts or other bodies in Gaza. A person's immunity will be able to be lifted by Donald Trump with the majority support of the council.

According to lawyers, it is unclear how the peace council's staff, including soldiers and contractors, can be held liable in the event of, for example, shootings or accidents involving Gazans.

The peace council denies the reports and says that the council will ensure that all staff comply with the law.

The Peace Council — it matters

  • In January 2026, Donald Trump launched a new “peace council” with the aim of creating global peace, to which over 60 countries, including Sweden, were invited.
  • The council has been criticized for concentrating power in Trump himself and is demanding one billion dollars for permanent membership, which has aroused skepticism in Europe and caused several countries to decline.
  • At the inauguration in Davos, Hungary’s Viktor Orbán and Argentina’s Javier Milei, among others, signed, while Sweden, France, Norway and the United Kingdom declined to participate.
  • The council held its first meeting in February 2026 with a focus on Gaza, but several member countries have not paid promised contributions and the council is reported to be short of money.
  • The US is planning a UN-approved military base in Gaza with 5,000 soldiers from the council’s member countries, but implementation is being hampered by funding problems and non-payment of contributions.
