Albanian Prime Minister Edi Rama claims that “hybrid warfare” is behind the unrest in the country.

On several occasions, protesters have clashed with police while demanding a reduction in corruption and improvements to the education system.

On Tuesday, Rama reiterated his accusations that “foreign actors” were behind the violence. Having previously accused both Russia and Iran of spreading disinformation online, he now asserts that this “is becoming a major issue across Europe.”

“It is a hybrid war that is gaining ground precisely because it is rooted in genuine grievances, not mere fantasies,” Rama said, pointing to rising living costs and concerns about the future.

During the unrest, students have joined forces with various groups critical of the government. A construction project involving Jared Kushner—son-in-law of U.S. President Donald Trump—has sparked particular anger.
