Moscow has supplied gas, oil, and other forms of energy worth approximately 3,600 billion kronor to Europe since the full-scale invasion of Ukraine in 2022. This was stated by the country's Deputy Prime Minister, Alexander Novak.
According to Novak, European countries purchased various types of energy totaling 239 billion kronor during the first nine months of 2026.
"In other words, despite sanctions-related restrictions, we continue to supply resources in certain areas where exemptions have been granted," Novak said on Russian television, claiming that oil exports could reach pre-2022 levels by the turn of the year.
The EU has imposed a series of sanctions against Russia since February 2022. Despite this, several countries—including France—continue to purchase energy, particularly liquefied fossil gas, from Moscow.
Certain countries, such as Slovakia and Hungary, are also able to purchase Russian oil via pipelines thanks to exemptions.
The figure does not include Russian oil reaching Europe via third countries such as India and Turkey; like China, these nations have accounted for a significant increase in oil purchases from Moscow since 2022.
