Ukraine: No attacks on energy since March 25

Neither Ukraine nor Russia have carried out any attacks on energy facilities since Tuesday, which was the day the White House announced that the parties had agreed to “develop measures to implement” a halt to attacks on energy infrastructure. This is stated by a senior Ukrainian official for AFP.

– Since March 25, we have not seen any direct Russian attacks on the energy sector, so we have not attacked them, says the official.

At the same time, attacks continue elsewhere. In the past 24 hours, at least one person has been killed and 34 injured in Russian attacks around Ukraine, writes the Kyiv Independent.
 
Expert: The agreement is entirely on US terms – we have never seen anything like it

The latest version of the US agreement with Ukraine is historically unprecedented, Alan Riley, an expert on energy law at the Atlantic Council, tells the Telegraph. He highlights that the US does not provide any security guarantees.

– The Americans can withdraw, the Ukrainians can’t. I’ve never seen anything like it before.

According to the new draft, the US could, among other things, veto the sale of Ukraine’s resources. The proposal comes at the same time as the US is holding talks with Russia on a comprehensive energy partnership. Among other things, West Siberian gas flows to Europe are being discussed. The British newspaper calls the draft a way to force Ukraine to reinstate Russia’s gas empire.

The latest draft of the US agreement undermines Ukraine’s independence, several Ukrainian officials tell the Financial Times. Among other things, it could increase dependence on the US and funnel profits abroad.

Analysis: Cruel way to deal with democratic ally

Keir Giles, a Russia expert at the think tank Chatham House, is on the same track.

– Zelenskyj has judged that it is better to agree to what is being presented, rather than trying to bring reality into the process, he tells The Guardian.
 
US agreement could put a damper on EU membership

The US wants to gain extensive control over future investments in mineral and infrastructure projects in Ukraine, according to a draft agreement seen by Bloomberg.

The news agency writes that the agreement, if it becomes reality, would potentially give the US veto power over other allies, when it comes to investments in, among other things, railways and oil and gas extraction. It would give the US “unprecedented” economic influence in Ukraine and could hinder the country’s chances of becoming a member of the EU.

Donald Trump's administration reportedly wants to create a special investment fund with Ukraine, and wants Kyiv to share in the revenues only when the US military and economic support linked to Russia's invasion has been paid off.

Ukraine currently has the status of a candidate country. The proposed agreement does not contain any security guarantees for Ukraine, according to The Telegraph.

After the peace: Force with French and British leadership

France and Britain will take command of an international "insurance force" that can be deployed if and when a peace agreement is in place in Ukraine, says French President Emmanuel Macron according to news agencies.

"Several" European countries are willing to participate in the force, but not all, and Emmanuel Macron does not state which ones are abstaining or can participate.

- There is no consensus on that, but it is not something that is required either, says Macron.

The force will not be peacekeeping and it will not be at the front. Nor will the force replace the Ukrainian army.

– It will be a support, placed in certain strategic areas, to show sustained support and be a deterrent to potential Russian aggression, Macron said, according to TT.
 
Kristersson: "It is obvious that Russia is slowing down the process"

There is nothing to suggest that Russia wants peace. This is what Prime Minister Ulf Kristersson told TV4 after Thursday's summit in Paris where over 30 countries gathered to discuss Ukraine.

- It is obvious that it is Ukraine that is making great efforts to say yes to various proposals, to accept ceasefires while Russia is delaying and constantly delaying the process, says Kristersson.

According to the Prime Minister, the countries have agreed not to lift any sanctions against Russia until a credible peace is in place. They will also cooperate more closely on the military support given to Ukraine.
