Putin at summit in Dubai during COP28 - strong Ukrainian anger  

Vladimir Putin has landed in Dubai where he will make a "working visit" in connection with the COP28 climate summit. This is reported by several media.  

According to Russian state news agency Tass, Putin will not appear during COP28. However, he will visit the United Arab Emirates Foreign Minister Mohammed bin Zayed Al Nahyan for a one-on-one meeting.  

Putin will also visit Saudi Arabia for a meeting with Crown Prince Mohammed bin Salman, to discuss oil production and the wars in Ukraine and Gaza. 

None of the oil nations have joined the 123 countries where the Russian president is wanted for war crimes, so he does not risk being arrested during the visits. 

Ukrainian climate activists visiting COP28 express strong anger at Putin being allowed to visit the country during the climate summit.  

- To see how someone like him is allowed to participate in the big contexts, that he is treated as a dear guest, that in my opinion is hypocrisy, says Marharyta

Everyone's talking about global review - 'the heart of COP28'  

The term "global review" has been thrown around wildly during the ongoing climate summit in Dubai, writes Politico. 

German climate envoy Jennifer Morgan calls it the "heart" of the Paris Agreement and the EU's lead negotiator Jacob Werksman says the global review sets this year's COP apart from previous climate summits.  

In short, it is about mapping for the first time how far the world's countries have come in climate change, where there are shortcomings and where things are going better. The UN's hope is that the review will result in a roadmap that paves the way for stricter climate commitments.
