The White House warned this week that it will soon run out of money for Ukraine - while Republicans refuse to approve more funding unless Democrats simultaneously agree to strengthen the border with Mexico.
"Anxiety bordering on panic" may be a justified feeling in the US administration, according to Collinson.
To increase the likelihood that Congress will push for more money, the Biden administration is also trying to make the support an economic election issue, writes the BBC's Anthony Zurcher.
The administration has said that some of the aid would go to producing weapons in American factories.
"As the election year approaches, the White House hopes that members of Congress will look for opportunities to showcase what they are doing to support the local economies in their constituencies," writes Zurcher.
