- Russia's nuclear doctrine is still valid, and therefore all its provisions, said Dmitry Peskov, Kremlin spokesman, during a press conference, according to Newsweek.
This doctrine establishes, among other things, that an "aggression" against Russia or its allies by a non-nuclear-weapon state, with the participation or support of a nuclear-weapon state, should be considered their joint attack. Furthermore, Russia reserves the right to use nuclear weapons in response if nuclear weapons or other types of weapons of mass destruction are used against them or their allies.
In December 2024, the nuclear doctrine was also updated by Vladimir Putin. The threshold for “nuclear deterrence” was then drastically lowered.

“Expression of disappointment”
Russia has the world’s largest stockpile of nuclear warheads, followed by the United States.
The Russian news agency Tass reports that Peskov also encouraged Ukraine on Wednesday to resume peace talks with Russia.
– In this case, the main mediation efforts come from the United States – from President Trump and his team. Many statements have been made, many expressions of disappointment have been made, but we really hope that there is also pressure from the Ukrainian side.
In mid-May, peace talks were held between Russia and Ukraine in Istanbul. But after the defection of both Trump and Putin, Zelensky also chose to throw in the towel.
The peace talks were held without the leaders – and without much progress. Ukrainian sources claimed that Russia was making “unreasonable demands,” while the Kremlin said it was ready to continue talks.
