PST received first tip in 2024 – assessed threat level as low
In February 2024, the Norwegian security police PST received a tip about the 18-year-old suspected of murdering a female employee at a youth shelter in Oslo this weekend, the authority announced at a press conference.
PST then prepared a report on the man and assessed that he posed a low threat. In January 2025, the 18-year-old ended up in a routine review in PST's register.
- We assessed that he did not pose a serious threat, says Lars Lilleby, head of the counterterrorism department.
In April 2025, PST was informed about the man's right-wing extremist views and this summer it was decided that the 18-year-old would be discussed at an upcoming meeting with several actors. It is not clear whether that meeting was held before the murder, which is being investigated as a terrorist crime.
Norwegian 18-year-old suspected of terror plots
An 18-year-old is suspected of terror crimes after he allegedly murdered an employee at a youth center in Norway over the weekend, Norwegian media reports.
When the man was arrested, he was reportedly armed with a knife and admitted to planning to carry out an attack on a mosque.
The investigation has now been expanded from murder to also include terror crimes. Norwegian security police are said to have known about the man previously, as he had expressed right-wing extremist views.
Suspect wanted media present – denied
The 18-year-old suspected of terror crimes after murdering an employee at a youth center in Oslo is a German citizen, according to information provided to several media outlets. However, according to TV2, he has lived in Norway for most of his life.
When the detention hearings were held on Monday, he wanted the media to be allowed to attend, but the request was denied.
– The reason we are requesting a closed door hearing is that we are concerned about what he might convey if the press is present, says prosecutor Philip Green.
The 18-year-old is known to the security police PST and has previously expressed right-wing extremist views, writes NRK.
