In a statement to AFP, Muto says it is "incomprehensible and regrettable" that the Biden administration has made this type of decision.
The US president announced his decision despite calls from advisers that it could damage relations with Japan.
At the time of Biden's announcement, a written statement stated that the decision was based on "a danger to national security", according to the Washington Post.

Biden was reportedly presented with two options: either stop the acquisition altogether or postpone approval until concerns about the US supply chain being negatively affected by the Japanese have been alleviated.
National Security Advisor Jake Sullivan and Secretary of State Anthony Blinken, among others, are said to have been opposed to the first option, according to the information.
