The ship's crew raised the alarm before the collision
The cargo ship Dali's crew notified authorities that they had lost propulsion and warned of an impending collision, ABC News reports.
The information comes from a non-classified government report that ABC News has seen. It states that the crew lost control of the vessel shortly before the collision.
Sky News has previously reported that it appears the ship lost power and data from Marine traffic shows the ship lost speed.
22 people, including pilots, were on board the freighter Dali. No one on board was injured, but a rescue mission is searching for at least seven people in the water. Two have been taken to hospital, one with serious injuries.

Seriously injured person found after bridge collapse - sonar shows vehicle in water
Two people are said to have been rescued from the water after the bridge collapse in Baltimore. One of them is said to be seriously injured, according to Baltimore Fire Chief James Wallace. He further says that sonar has detected vehicles in the water.
The Francis Scott Key Bridge in Baltimore collapsed after a freighter collided with a bridge abutment. Right now, a large rescue effort is underway with units from, among other things, the coast guard, the police and the rescue service.
- It is extremely serious, says Kevin Cartwright, spokesman for the Baltimore City Fire Department, to TT.
According to CNN, they are looking for at least seven people who were working on the bridge at the time of the collapse. Video clips show how cars are on the bridge, where some form of maintenance work was taking place.
In Baltimore, the temperature was just below freezing at 1:30 a.m. when the accident occurred. The cold temperatures complicate the search effort and are a risk for rescue service divers as well as those in distress, says Kevin Cartwright to CNN.

The vessel appears to have lost power before the accident
There are "absolutely no indications" that the boat collision in Baltimore that led to the collapse of a bridge early Tuesday morning was deliberate or linked to terrorism, Baltimore Police Chief Richard Worley said, according to Sky News.
It is still unclear what exactly caused the incident. According to the TV channel's analysis of footage from the scene, the ship appears to have lost power for a couple of seconds on two occasions just minutes before hitting the bridge. A minute before the accident, black smoke is also seen rising from the ship.
According to Sky News science correspondent Thomas Moore, it is "too early to start speculating" on the cause, but he believes that a mechanical failure is likely "to be the first thing that will be investigated."
