Russian authorities want to expand the country's territorial waters in the Baltic Sea near Finland and Lithuania, writes the Moscow Times.
A draft of the Ministry of Defense has been presented on a portal for Russian bills. Russia intends to declare parts of the eastern Gulf of Finland and the sea off Kaliningrad, which are today international waters, as its internal waters.
The Russian Ministry of Defense believes that today's borders, which were established in 1985, do not fully "correspond with the current geographical situation".
The proposal for new sea borders comes in connection with Russia carrying out a large military exercise with tactical nuclear weapons.

Expert: Putin's signals show he borrowed Xi's tricks
Russia's vague signals about changing borders in the Baltic Sea show that Vladimir Putin has borrowed a leaf from China's Asian playbook. This is what Finnish researcher Charly Salonius-Pasternak tells TT.
Proposals for changing maritime boundaries are a known approach from China, in connection with disputes over sea areas with Taiwan, the Philippines and Vietnam, among others, according to Salonius-Pasternak.
- For me, it is very clear that Russia wants to provoke here, and see where it leads, he says.
The Russian plans to redraw the border were reported by the independent Moscow Times, citing a draft prepared by the Russian Defense Ministry. Russian state media have spoken to a "military source" who denies that Russia has such plans.

Stubb: Finland acts calmly, calmly and based on facts
Finnish authorities are investigating the information that Russia unilaterally wants to change the sea border between Finland and Lithuania. That's what the country's president Alexander Stubb writes on X.
"Russia has not been in contact with Finland on the issue. Finland acts as always: calmly, calmly and based on facts," writes Stubb.
The Russian plans to redraw the border were reported by The Moscow Times citing a draft prepared by the Russian Defense Ministry. Russian state media have spoken to a "military source" who denies that Russia has such plans.

FOI: A Russian test balloon - want to see if it can break up
The information that Russia unilaterally wants to move the sea border towards Lithuania and Finland can be seen as a test balloon, says Niklas Granholm, research leader at the Total Defense Research Institute (FOI), to DN.
According to Granholm, the Kremlin could conceivably want to see if the draft from the Russian Ministry of Defense could lead to a rift among the countries around the Baltic Sea. Regarding the fact that the draft was later deleted, he says:
- It may indicate that they were not prepared to pursue this issue publicly in a way that could have been feared before.
